Can somebody clarify the line "For a maximum of 100 BB, there is no 4-bet/fold with such hands, no matter if you are playing FR or SH."?

Especially the "for a mximum of 100BB".

well..if u have 100BB ,let's say 50$ with the BB at 0.50c, it's not profitable to make a 4-bet and then to fold..u just have to go allin.
