This article deals with semi-bluffing on the highest level.

Traditionally, a semi-bluff is a bet or a raise with a currently marginal hand which has outs, in a situation in which it is possible that every opponent will fold.

This definition is too restrictive though and isn't enough to master the semi-bluffing.
