Aggression Factor

Just customising my PT3 HUD. Im a little confused with the AF stat. I know it means how aggresive one is. And i generally know that if one is 3.0+ he/she is generally pretty aggressive. What i dont get is, that every other stat in HUD is generally in a percentage so for example if one's VI$IP is 67, they are loose and they have a voluntarily put into the pot 67% out of X hands. What i dont get is why AF isnt in a perfectage but rahter in whole number with a decimal place i.e. 2.0. Not only is that confusing, but as mentioned before 3.0 is generally aggresive, but the scale goes all the way to infinity. So in other words an AF of 3.0 is aggresive but an AF of 11.0 is also aggresive - so whats the difference? Can someone explain what i am missing here?
