I wouldn't cbet that flop against 2, Tx can easily call you along with Jx. Then there are SDs, overcards + GS... Against 1, I'd cbet and probably 2nd barrel on a low card, just to take those GS and Tx out.

He could have Tx, Jx, overcards + SD, 98, 87, overs + GS... Tx is unlikely since another came on the turn. I think you're ahead of his range, but then on the river if he bets a reasonable amount you have to fold, and he may do that a lot as a bluff. Since this bet was so small I'd call.

What's his number of hands btw?

not too terrible board to c-bet and you still have there pair and can consider barreling Q, K, A, 8, 9 boards which isn´t too bad to c-bet that board.
You can bet again 0,7$ on the turn and then c/f river, but if you think he isn´t going to float too often, then c/f is also fine
I´d call that small bet on the turn and also small bet on the river. he can have there draws or smaller pp-s
