Villain is 23/11/39WTS over 169 hands.

In this hand the flop is very good for me and I want to play it fast and get it in or get him to fold, but things don't work out and I end up with 7 high on the river.

First off I think I made a huge mistake by not looking at this guys WTS, and I should have just given up in this spot. However, if we were to assume he had a more normal WTS stat, do you think this would be a good spot for a 3rd barrel? Given that I was on a draw, how often will he be on one as well? What do think the optimal bet size is to get him to fold a middle pair here. Would he ever fold TPTK?

yeah 39 wtsd means he would very often call you down
But against 22 wtsd I would happily barrel river and expect him to fold all his worse hands than tp+ which he should almost never have
15$ river bet should accomplish that
about draws: most people would raise there with draws, so I think he doesn´t really have draws that often, rather smt like T9
