      Just keep betting all streets, I would just reduce bet sizes to assure, he's gonna call with single pair hands+gutshots.

      So as played, flop might be somthing like $.23, turn $0.55 and river like $1.

      Flop: I'd definitely bet bigger here to build up the pot and get maximum value from our hand, ~$0.30 at least even bigger if we are against fishy opponent.

      As played
      Turn: I'd definitely continue CBetting, since I will not expect often to get bet from this opponent, he will just Check behind his draws and maybe weaker pairs, therefore I'd bet ~$0.70-$0.80 for value from any kind of pair or draw.

      As played if turn was checked
      River: Bet for value, ~$0.70.

      Lost a lot of value betting that smallish and playing passively on turn. Against such passive opponent usually play with your nuts Bet/Bet/Bet big line. Also on NL4 you can often expect to get Called very easily.
