Villain was an unknown, and I didn't like C betting on this wet flop Jx, sets etc could be check raising.

After his flop check should I always fold to bets and always bet/fold when checked to?

Villain might lead or check call w/ 77-99 and AsXs type hands, I dont see how I can call the river against an unknown in any case.

J63dd isn't really the wettiest board, so I think c-bet is fine there to protect agaisnt smt like KQ and get value all his lower pp-s
Same reason I'd bet turn for value and since your hand seems like random air, you have to call his river bet, since he can valuebt there any pair or bluff with very wide range
