I think that his pot c/r is usually an indicator of a monster draw that wants get it all in on the flop so I would 3 bet him to something like 14.75 and let him shove.

Also he can have 2pair/sets which he is at least going to call your raise, and bet them on a blank turn.

If a Q/T/  comes on the turn it would not be a 2 pleasent situation and I am sure you cant fold vs unk against a river shove with top set.

His check/raise is pretty big, so I don't think he's planning on giving up on the turn.

There's probably enough value in letting him barrel the turn to risk giving him one more card.

Shove turn over his barrel, what you do now is never ever a (semi-)bluff.

Is 2bb your standard raise on BU? It gives great odds with any 2 to call.
I think I would get it in on the flop coz he can easily C/R with draw

If I had any reasons to think he was c/r bluffing there then b/c is better, but here any heart would kill your action if he has set or improves his hand, so I also prefer 3-betting to 13.5$ and calling shove
