      I was running low on time and didn't have time to think about it.
      -with him being so passive am I better just calling and try to put the money in on the river?
      -flop play ok against passive player ?

      you can 3-bet flop to 12$ and call shove, since you´re ahead all the draws and sometimes he is bluffing with quite a good equity against your hand, maybe smt like QJ with one spade.
      Since you get perfect card on the turn, no need really to raise. Better just call and let him fire pot on the river. If it is 6,9,J you can just call, if you hit flush you can shove and with blank river I´d also shove over his potsize raise. Although most of the times he is all-in anyway and it doesn´t matter that much.
