      PFR: 16
      AGR: 2.3

I don't understand, what is going on here?
Well, can he be slowplaying AA, KK, 44, 66, JJ here?
Very non-standard line. Don't remember, when anyone has played like this.
Could he be thinking, that my bets look weak - like trying to get a cheap price for a flush draw (Yeah, I think, I should bet gigger on the T) and then rebluff River?

Q: What hands make sense to play like this? I'm confused.

QhTh or AhKh makes sense. You got yourself in a tough spot by betting so small on turn and river so its really hard to say if he reads that as weak and ships 8h9h here considering he also knows your never betting a strong hand this way either. So its really impossible to say w/o reads.

If you would bet ''standard'' amounts instead of 1/2 potting twice its an easy fold but that way you really can't tell.

I´d prefer betting more on the turn to 5$
consider how drawy is the board I think he should c/r turn his sets, but at the same time I don´t think he is bluffing too many times, so river should be still b/f
Another question is if you´re not comfortable betting river then why not take your free showdown. He can´t really have too many worse hands that are going to call you down and sometimes it may induce shove from missed draws
