      BTN: $19.50
      Hero (SB): $21.19
      BB: $15.08
      UTG: $26.94

Pre Flop: ($0.30) Hero is SB with 9 :diamond: Q :club:
UTG calls $0.20, 2 folds, Hero calls $0.10, BB checks

      Flop: ($0.60) J :diamond: Q :diamond: 9  (3 players)

I think I have good implieds against UTG 20/5 Ag 3.3 on 56hands or should I just fold this pre?

This type of hands are a fold for me preflop.

If you limp in there you'll play OOP with 2 players with a mediocre/garbage hand. These hands are best played with either position or initiative (or both).

I´d call pf, since you can make decent top pair hands with Q or 9 that you can bet at least two streets for value and since UTG is limping he is generally passive and you can get easily get away your hand if he faces aggression
With two pair I´d also b/c flop and consider calling him down unless board gets really ugly, so c/f turn is fine
