      I think you probably need to bet bigger on the flop and turn as the board becomes quite drawy and he can definitely call you with a number of worse hands.

      I think the river is close. Against a passive guy like this, I'd probably fold - I don't think he can VB many worse hands on that board and he's rarely going to be bluffing.

      Preflop: I'd raise 4xBB.

      Turn: I'd still bet a bit bigger ~$0,60 for likely free showdown.
      River: And likely giving up on river is fine since there aren't that many missed draws what he could be bluffing or whatsoever and as well seems to be rather a guy who bets for value on those spots.
