      Pre Flop: ($0.35) Hero has J:club: 9:club:

fold, fold, CO calls $0.25, fold, fold, Hero checks

      Flop: ($0.60, 2 players) 9:spade: 3:club: J:heart:
Hero bets $0.50, CO calls $0.50

      Turn: ($1.60, 2 players) 2:club:
Hero bets $1.20, CO calls $1.20

      River: ($4.00, 2 players) 4:spade:
Hero bets $2.90, CO raises to $12.70, Hero ?

Villain is passive slow playing fish 60/0 so I had to fold river, right? I mean I don't expect him to raise this big without slow played set or made straight, 56 or A5.

If you don´t expect never to bluff that spot and that he also doesn´t raise river worse hands than straights, then fold is fine
As strong hand as yours I´d likely still call, since I think he can raise for value worse hands or sometimes trying to bluff with his missed draws
