He is CBetting 86% so should I raise the flop for value or just call to let him bluff on later streets?
With a spade on Turn what should I do? He can have AKss,AQss, AA,KK but he can probably have JJ,TT. If it was a 9h I think shove is ok but im not sure with the spade.

I have really no idea, why he is c-betting that much, but likely you´re not really getting away that spot with QQ, so I´d min-raise to 18$ and call shove
Since pot is quite big already and if he really has there AK I think he won´t bet again on blank turn, so he is either getting all-in on the flop, smt like TT/JJ or AsKs or he would shut down on blank turn card
Turn shove is fine. You´re loosing to flushes, but that should be only small part of his range that he is willing to get all-in
