Problem is that he would also c/r turn for value worse two pair hands, so you can´t really fold to his river shove. Also he may sometimes bluff with his flushdraws. So either shoving turn for value or calling river are both fine plays

I know that it is a nasty situation, because villain can have sets or straight. But he can also have J8,J9, K8 (this hands I can see playing like this)

Once you call the turn you can't really fold the river.

You can also fold to the minraise on the turn, there is no shame. I would do it in many cases, when I know villain is a fish and he never raises without a better hand (which in this case would be the straight and sets).

Lets see what the equilator says, about our equity on the turn after the minraise:

We are 22/78 underdog. I gave villain this range: JJ, 99-88, KJs, K9s-K8s, QTs, J9s-J8s, 9c8c, KJo, QTo
