      shove flop. overpair+gutshot is very strong hand consider that he would very likely shove/raise that flop hands like QJ, KJ, AJ, T9, 89 and flushdraws

      Overpairs are generally just too strong to b/f in 3-bet pot when player can shove on worse hands
