      saw flop

      UTG ($67.20)
      MP ($53.85)
      CO ($67.70)
      Hero (Button) ($50)
      SB ($51.70)
      BB ($52.25)

Preflop: Hero is Button with 9, 9
3 folds, Hero bets $1.25, SB raises to $4, 1 fold, Hero calls $2.75

      Flop: ($8.50) 6, 7, 4 (2 players)
      SB bets $5, Hero folds

      Total pot: $8.50 | Rake: $0.40

What is an optimal decision preflop vs this kind of player? I thought that 4 betting is no good because of his very low OOP 3 bet% and also I don't know if it's that good playing this hand only for set value postflop.

On the flop I decide to fold because of the board being so ugly and because any card except a non club undercard was going to make my hand even weaker. But I'm not fine with this play either.

if he had more than 15% 3-bet you can 4-bet/call that spot 99, but ip you can also just flat and play ip.
since you have overpair I´d call at least once and try to get showdown. He would very often just take one stab and then check it down his high card hands
