Preflop: not absolutely proper set value call but I think still there are dead money and the limper can still overcall it so should be ok
Flop: I am just trying to get it in right here (every Ace has a gutshot and he is not bareling other streets too often with overs imo. Also if he has an overpair he is going broke here in case he can´t let it go :) )

      Hello acceleration123,

Preflop: Why do you think it's not a proper set value Call?
Postflop: Seems to be totally fine, although I'd raise like $2 on flop and get it in. He may easily have a lot of overpairs in his range easily and maybe even GS+overcards or whatsoever.

      Best regards.

He does not have 20x left. Although it´s sooo close that it´s probably proper :D .
