Villain was VPIP 10 PFR 3 AFq 36 1699 hands.

3bet% preflop was like 1% so his most likely hand here is QX IMO and i really didn't think, given the stats, that he check calls FD's.

Do we think his river bet is a block bet. Is there anything else we can reasonably consider doing on the river or is folding nearly always correct vs this villain?

I think his range can easily have there smt like AJd or maybe even AKd, question if he would ever bet these hands on the river
Since he would likely not call smt like QJs and definitely not QJo then I would prefer calling him on the river. If you´re beat then likely only KQ/AQ and getting these odds I´d likely look him up.
Pot is small and you can make note even if you´re wrong at that spot.

would be nice to know his call raise prf number.
i would put him on AQ, KQ, AKd or JJ,TT so even for the odds i would fold. one things would speak for a call and that is note making to see what he calls in the blinds and how he valuebets/bluffs on the river.
