NL 25 SSS stack was $4.60

was all-in correct or should I have folded?

I raised because I thought I was pot committed. My raise left me with $1.60

I know the strategy states that if you bet more than 2/3 of your stack you push. But it wasn't quite 2/3 (10c difference)

Hmmm, sometimes i would push sometimes i would fold, depends on the board structure, but usually i would push, if the table is very tight (<25% people see the flop) i would fold if the table is more loose i would push..this is just according my experience, as you dont have reads...with reads there is a different story..
