Hand converted with online PokerStrategy.com hand converter:

      Play hand

      $0.1/$0.25 No-Limit Hold'em (6 handed)

      Known players:
      SB (Hero):

Preflop: Hero is SB with T, 9.
3 folds, BU calls $0.25, Hero raises to $1.25, BB folds, BU calls $1.00.

      Flop: ($2.75) 3, 5, 8 (2 players)
Hero bets $1.60, BU calls $1.60.

      Turn: ($5.95) 9 (2 players)
Hero bets $4.00, BU calls $4.00.

      River: ($13.95) 8 (2 players)
Hero bets $3.40, BU calls $3.40.

      Final Pot: $20.75.

Villain-total fish, out of line.Easy isoraise I guess w T9s.Cbetting is dubious.Easy value bet on turn. The river card totally sucks.Vs a normal opponent I would probably just play c/f since the FD gets there too.Against this donk though I go for blockbet/fold as I dont see him bluff raise,he could still call me with 22,3x,44,5x,66,77,worse 9,A high even.I definitely dont like playing c/c here.So is this ok and what other options do I have vs this fish?

since he would call you down very light then I´d bet river for value 5$. I think 3.4$ is a little small and he may sometimes decide to raise his Ax hands against that small bet.
If you think player would bluff on scare cards you can consider also c/c river, but b/f seems generally the best line
