      Did i completely miss value here? the min bet on the flop suggest weak made hand to me and when it pairs on the river im not sure where my TPTK is anymore.

      can he ever have a 9 in his range here, he was a 66/1 fish

      I would say you did miss value, yes. Against unknowns who limp call preflop I'd assume they're loose passive players who will check call a bunch of worse kings and middle pairs. If he check raises river you can safely fold knowing he rivered the 9. I'd also assume he doesn't pay a great deal of attention to bet sizing so you could've bet bigger on every street too.

      You can even raise it bigger on flop ~$0,24 or something similar. But otherwise I'd bet the river as well, at least 1/2 pot. While he is very loose then he has as well a lot of Kx hands in his range and maybe even weaker PPs which wants to continue.

      Yeah as soon as I saw his cards I knew I missed out!

      So in that situation against loose passive I should half pot it and if he ships I can safely fold pretty safe?

      Against loose opponents it's pretty standard spot to value-bet. And yep, we have an easy fold then. :)
