Preflop: Hero is BU with Q, Q.
MP2 raises to $0.35, 2 folds, Hero raises to $1.00, 2 folds, MP2 raises to $10.95, Hero folds, MP2 gets uncalled bet back.

      Final Pot: $1.15.

      Villain 14/11/2/33/30 [VPIP/PFR/AF/WTS/#hands]
Also, he had folded to a 3bet twice in the last 30 hands.

I would suggest only 3betting hands you want to ship preflop, esp given the fact he has folded to 3b twice already. Otherwise I feel like you turn your hand into a bluff since he won't call worse and will ship better hands (with exception for AK). Even if he 4bets with AA, KK and AK you have ~40% equity.

So if you think he only ships this range and is not capable of calling with worse hands, I would prefer flatcalling pre.

I would personally get all-in with QQ, since he would shove worse hands, if he had been folding to 3-bets
Then he´d likely take his AK/TT/JJ and shove over your 3-bet since he don´t know what to do postflop if he calls oop
