      I'd actually bet it bigger on turn ~$1. Wouldn't be surprised when he saw weakness in your bet. Wouldn't say it's always 2pairs or nothing, might be even at some spots that he has flush there. Some Kx flush or something similar. Usually such bet on flop and Check/Call on turn indicate to some draw or even weak hand which ain't sure either he is ahead or not.

      The main question is if he had some kind of top-pair why does he donk it on river? I mean why ain't he protecting for example some Ax hand on turn? That's why I might even like to fold it on river vs such a line, seems like we are beat by some rivered 2pairs or flush.

      But of course it ain't like a huge mistake to make the hero-call there for the given odds for note-taking. BUT! It ain't a must Call as you described. :) Myself I wouldn't Call for example. Doesn't look like very aggressive opponent either. Block-betting is as well out of question, why ain't he block-betting the turn then vs draws as I said already.
