      villain is 21/20/22% 3bet (7/32)/ 84 hand
he 3bet me continuously and i always folded until this hand.
after his turn ch/c i thought he has a medium pair 77-99, or a weak T (TJ,TQ) which i can make fold.
any thoughts about this? how you interpret villain's play?

He would likely not fold 88+ to your river shove, since bu vs bb players tend to float quite often and you´re not shoving for example KT that spot
I´d just check back hand that has showdown value or if you have reads that player would not go to showdown then you can turn your A high into bluff and shove river
Also you can likely shove river when J and K comes+ I´d shove river for value Q and A rivers
