      What to do in such situation? Is it better to 4bet him than just call with 9's. I don't tend to believe him since he just completed at the first place, so I didn't want to fold.

      I would likely shove, since I think he just has there some low pp
      You can also 4-bet to 1.1$ and then get all-in a lot of boards
      Postflop raising and getting all-in is fine, but then he would fold his air and since you´re not folding to any turn bet I´d prefer just call and then shove over his turn bet
