what does "call 20" mean?

It means you can call if your stack is more than 20x the amount you have to call.

yea call20 = you and your opponent must both have X20 times the bet

say in nlh10 opponent bets .40 so you and your opponent must at least have .40 X 20 stack = 8\$

I am assuming you mean the Call 20 in the BSS Starting Hands Chart. It means you call when both you and the opponent has 20 times the raise size. The theory is, that a pocket pair hits on average on every 8 or so boards, and if you DO hit, you will get paid off enough to justify the times you miss. The reason it is Call 20 and not Call 8 or 10 is because you can't make sure you will get paid off every time, especially not against very passive players post-flop.
