      On the turn I would say your c/c line is best, as check/raising him here only folds out worse, and keeps in his 9x hands, c/r here even folds out the nut flush draw a lot of the time, so your c/c line was definitely best on the turn.

      The river obviously you have to call here as the bet is 1/4 pot size so we don't have to be good very often and because of his very small bet size I think we can rule out Tx, so 9x is about the only thing we should be worried about, maybe the TKs straight. Smaller mid pocket pairs can be betting here, as can busted flush draws so I think the river call is mandatory
