Standard spot to raise for value?

Villian is short stacked and had open raised around 20% of hands. Figure he is always calling me, but I hope with worse.

      Stack
      UTG2:
      $0.39

      0.01/0.02 No-Limit Hold'em (10 handed)
Hand recorder used for this poker hand: PokerStrategy.com Elephant 0.102 by www.pokerstrategy.com.

      Preflop: Hero is MP1 with 9:heart: , 9:diamond:
2 folds, UTG2 raises to $0.14, Hero raises to $0.45, 6 folds, UTG2 calls $0.25 (All-In), Hero gets uncalled bet back.

      Flop: ($0.81) T:club: , 7:spade: , 4:club:
      Turn: ($0.81) 7:diamond:
      River: ($0.81) 3:spade: (2 players)

      Hello Philfox1985,

Against UTG2 stack nothing wrong. :) Although the problem is people behind you while you have a lot of them. What's your plan if someone shoves?

      Best regards.

Not loving it, think I have to fold to a shove as it shows such strength.

As the hand was playing I was thinking my raise size should have been the villians remaining stack and no more.

Most likely. :) $0,39 should perfectly do it. We at least save some cents if someone decides to come over the top.
