      Was I o.k to call the river bet or is he only ever doing that with 99 or two pair that he could have hit on the river

      Well i wouldn't call.

      You don't be anything if he has a A your beat if he has an 8 you have a poor kicker. he has a small VPIP so i don't think it is a bluff here.

      C-bet and then c/f all the way

      I'd still rather Bet/Fold the turn against FD or even overcards than turn my hand into bluff-catcher as you did.
