      it's standard fold , when this passive fish minraises your hand turns into a bluffcatcher . now some fish do minraise as bluff but thats so rare plus i think most of them do their shot at the pot on flop rather than floating+minraisebluff turn.

      i see it as a good fold on this connected board , not really sure what to do in this spot if it was unconnected board ... would a call be good to try to hit better 2pair ?

      Against unknown b/f is usually better. With aces you can consider calling, since against two pair you have 20% equity:

      + he may always sometimes bluff there.
      You need to call 3.20 to win 13.7, which is 19% equity.
      So if you know he would always min-raise only with two pair hands and nothing more then you should call getting correct odds. but since you´re oop and he would also min-raise with QT and sets I think fold is perfectly fine.
