      Hi,

      he has there enough worse hands that can call, so either b/c turn or c/r to get maximum value from worse hands. It isn´t omaha that you should c/c top set for pot control.

      River he might be bluffing or valuebetting. Since you c/c turn your hand range likely isn´t that strong so sometimes you have to make there hero calls to protect your turn c/c range
