      Flop i can not make sure call is better or raise is better.

      You call the Flop if you think you have implied odds on later streets. This means they have to call your shove on the Turn and/or River to make it profitable. if they fold like they did here, it doesn't yield much profit

      So that means that they wont put any money in the pot so your call on the Flop is a losing one

      That said I would shove the Flop then because it is not for sure that BB will call your shove of $3.45 so you still have some FEQ along with your equity floating around 30-35%
