      Hi,

      I think QQ is a too strong to b/f on low drawy board, so I would also b/c flop to evaluate on the turn.

      I think b/f river is the best option. If he raised 99/TT he might call you down and if he has some showdown value he would not bluff that often that you should choose c/c

      bet/folding yourself 10-15$ seems best option.
