      Hi,

      I would prefer raising pf, since you should take pot down enough times either pre-flop or c-betting with postflop and 98s plays good enough that you can easily bet twice for value and semibluff a lot of boards.

      River it is player specific, but likely I would also call him down

      If player is not bluffing and playing abc poker then c/f is better option than calling him down
