      Most of the time, this line means draws, so I raise.

      He`s never checking back made hands, is this a spot for a light value-bet? He might call with pair+draw hands: 79, 7T, 89, 8T.

      I don´t think he has there 5x or two pair too often, so I would bet myself for value 0.65$ and expect to get called down Jx and 8x hands.
