      I think he has Kx, my question is can I raise on the river, because it looks like block bet and he has very low WTSD.

      What are you trying to represent with the river? The only reasonable hand might be 67 and not that many combos of it. Of course we could have decent fold equity but overall I would assume that you will rarely make Kx hands to fold on those stakes even if the guy has such a WTSD (sample size is although small).
