      I bet for value preflop,flop,turn.
      but A came on the river,he kept checking and calling,so I thought its not likely he had an Ace.but I played in safe way.
      should I have bet on the river?

      Well, from what do you get called anyways on the river? :) He has to be really bad to do so. Nor you didn't write anything about him.

      Also could 3bet a bit bigger to avoid them getting good set-mining odds.

      Well, it's obvious that he had something like TT-QQ, you don't have to tell me that. What I asked you is if you think if he is capable of calling you with them, I doubt so unless he is a bad player.
