      Can I barrel here vs 23/15/67h player?
      If I bet then I do have to bet the river again to get rid of PP's???

      His raise seems so bluffy, should I floaT?

      I think it's a tough spot, to just one flop cbet he will not fold better hands, and we dont really have much info for barrelling.
      On the other hand we also dont have enough info to checkbehind, and play our showdown value here.

      If you bet flop, I think you should barrel turn as well.

      Depends what is river card and how often would he give up I would sometimes barrel river (especially on J river card)

      Problem with AK is that you don´t really have that much showdown value, so instead of calling turn I would likely 3-bet him back to 10$ (although b/f would most likely the best option against turn raise)
