      I cannot 3bet, because I can get 4bets, but also if I just call, I rarely will hit and if I hit, he with weak range will not pay off.

      As a default vs bad players that make mistakes postflop you can call small pp out of the blinds and setmine. By making mistakes I mean, he doesn't cbet enough turns, gives up too much when facing aggression or overvalues TPTK-ish hands.
      The other way you can take is, that you can start bluff 3betting small and middelish pp (22-66) esp vs pp who f23b too much. I really wouldn't worry that ppl start adjusting with light 5b bluff shoves on nl20, but if they do I suggest you just refuge back to your value 3b range.

      yeah, but this player folds to 3bets 40% until now, 3beting will not work. I didn't , mention, that his 4bet is 20, so thats why I expect lot of 4bets.

      Yeah I see your point but you have a sample of 100 hands. For a 4b stat to be correct even a 1k sample is too small. 20% per say is also 1/5.

      We just fold in this case here, we don't have fold equity and not much of implied odds while he has a wide range. :)
