      Is it too weak to fold turn? He's a fish, but he made a potsize flop cbet 4way, barrels big on the turn, and all I'm beating is KQ...

      I think you can´t really fold on the turn. He may not bet turn for value too many worse hands, but he has still there a lot of flushdraws or KT, AK, T9 hands that he is likely barreling on the turn. I would call turn and likely have to call often on blank rivers (although I think he would also often just gives up)
