      Make it 4bb pre-flop.

      Definitely raise this minibet on the flop. You don't want to give him a cheap draw here.

      Usually I'd raise 2-2.5bb on the btn. But against such a loose player that's calling anyway we can definitely make it bigger so 4bb like Ickki said should be fine.

      Raise flop ~$0.16 then he'll have less than pot size on turn so you can just play for his stack. I'd just try get it in asap v this guy and his 28.5bb stack

      I think 3bb raise pf is fine- if you make it 4bb then he may fold a lot of his hands (especially if your standard raise on the BU is 3bb/2.5bb)
      Postflop I think raise is a little better than call- you need to build pot and try to get all-in against his stack. I would likely min-raise or make it 0.1$- this way I can bet 2/3 pot on the turn and shove river- if I make it larger than he would very likely fold his air
