      I think in general you cant say that people are steeling. It depends on specific players. Some steeling more some less.

      I dont like 3beting couse its ok only if he folds. playing KJ out OOP is not easy.

      I would fold that hand pre and wait for better one.

      Preflop: Depends a lot how often the guy steals + what does his 4bb steal mean. Also how often we see him folding to 3bets, cause those guys also call you very loose vs your 3bets, so might even not be the best idea unless we know that he also folds decent amount.

      As played
      Postflop: I'd still Cb something like 60 cents and then reevaluate the further actions, although we ain't able to call him down cause we most likely are rather dominated already preflop vs the 3bet-calling range.
