      I have encountered such action too many times so I think there are some bluff in it.
      and I could set mine against his min 4bet so I called.

      Hi,

      No you cannot setmine. if his range is wide, he will not make enough hands to stack off when you have a set.

      Nowadays in today's No limit games, you can never setmine profitably as people play looser by the days. This is even the case for simple 4bb open & you call.

      This is a 4bet spot. Your only moves you can do is either to Fold or to Shove. I prefer to Shove because his $7 raise does not make sense at all = Weak = me shoving with the best hand = putting pressure on him
