      However, given that we can try and check out whether villain is the kind of a guy that we could float (since so far he has 2nd barreled only once on 3 occasions), can it be doable? Often we'll have to just give up on the flop though, as in this example. So that's why this is sort of close, as we won't be able to raise on many flops as a bluff because of our offsuit poor playability.

      fold preflop if you are giving him such a tight range. But isn't he having a 38% range? Your sample size is small though. I think most players raise at least 35-40% in SB, especially a 23/18 player shouldn't be overly tight.

      Therefore your JTo is a call in my opinion.
