      You could 3-bet it pre-flop, because your HU against him. If he 4-bets there, you know you're WB.

      AS played: Flop is a bit bad for us, there's 2 overcards and draws for straight and flush. You should definitely raise flop, and then play it conservative afterwards, like check/fold it on next streets against big bet.

      His small bets indicate that he might have a FD, but it could also be something nutzy for him, like Jx or set. So be careful while playing.

      River? Don't jam it, he will just fold worse hands and call with hit. Check/call small bet, or even bet 1/2 and fold against raise.

      I would prefer 3-bet, since MP min-raise does not really mean he has there strong hand and playing 99 oop is not the easiest task.
      I would prefer leading out that board to protect against overcards/draws, sometimes fold out Tx and make sure I don´t get bluffed out by random hands.
      Since he bet that small I think you need to call- likely I would not going to raise.
      Turn b/c is fine, although with set you can also consider 3-betting and playing for stacks. River shove seems fine- he would call with straight and I doubt he has there too often JT/J9
