      Villain is a reg, but quite unknown.
      I have lots of troubles with preflop play, especially 3betting spots against opponents who are mostly unknown (very often reg/fish categories are the most I can identify). What I try to do is bluff 3bet more often from position, because this way I have more option postflop against anon Villains, if they happen to call me.

      If I start cbetting this board, should I bet this turn? Not the best barrelcard, but gives me some equity, plus he could fold weaker pockets, 9x, maybe even JJ/TT to a second barrel.

      Rather 2nd barrel whilst he could still have in his range something as TT-QQ or whatsoever which is floating there and you of course still have equity even if he calls you.

      Would you give up if the turn didn't improve our equity?

      Depends a lot on the reg, against some I'd be happy to barrel a lot of turns cause his calling range may contain a lot of pair/PP type of hands which just floats cause he expects you very often to Check behind.
