Villain is 25/22 in 35 hands.

When he 3bets me I think I have a +ev (or at least break even) push if he has about 8.5% resteal (88+, A9s+, ATo+, KQs or something like that) and goes broke with TT+, AQ+.

Is this assumption correct? And do you think I can assume this resteal range for him based only on the PFR since I don't have many 3bet stats yet?

For the resteal stats you need a 3bet value, the PFR isn't enough.
I don't think, that he is folding always 88 and 99, that wouldn't be good. But if you are stealing with Pocketpairs, you normally have to go broke with them, because you have a good equity against a restealing range.
