      However my hand here is to weak for a shove right, it would be a bluff then?
      As we can see he is quite ABC, so I'm sure he had a very strong hand.

      depends how often players would generally 4-bet bluff these spots. At nl 10 and definitely nl 25 I would not fold there TT and likely would shove if I decide to 3-bet for value.

      If nl 2 players would only get all-in with better hands and would never bluff then I think raise/fold is perfectly fine
