      I think, it very much depends, how often villain folds to c-bets. This is very dry flop and BB could have been floating pretty often. As it`s played, are we turning or hand into a bluff-catcher? Villain does not always got Kx.

      Let`s assume, villain folds 50% c-bets - in this scenario, I think, we could c-bet turn for value or turn or hand into bluff-catcher.

      As it`s played: let`s say, that river was a blank, say 7h. And villain bets 2/3. Is this a call? I think, I would call. He could have Jx, middle PP`s and sometimes, air.

      We can't really Bet the turn for value cause there ain't even many draws around. :P We rather let him bluff the river though vs bigger size we can't really call.
